    Job summary

    Citizen Charter/MRRD is seeking 34 Social Organizers for Paktia province, who will work for the implementation of the proposed project(s).

    Job Description:Duties andresponsibilities:

    • Work with the CCAP PMU Social organizers to acquaint themselves with the pre-defined CDCs, PRA/PLA tools, particularly with WBA and Resource Map, community development plans, and the general community profile.
    • Hold large meeting(s) and raise the awareness of communities on the CCAP program and key components of the MCCG, with an emphasis on its difference from the CCAP, NSP, and the prior MCG.
    • Acquaint themselves with the related communities and are responsible for conducting a short transact walk within the communities to make sure the neighborhoods' inclusion, particularly the underprivileged people.
    • Collaborate with MCCG engineers and CDCs in preparing and calculating the MCCG Community budget.
    • The incumbents, together with engineers, will help to facilitate a way to choose a labor-intensive project on the basis of previous CDPs, if necessary, review the previous CDPs and form new labor-based CDPs in light of improved coordination with CDC and community people.
    • Train the CDCs and communities in the procurement and accounting/ bookkeeping for the MCCG funds, as suggested in the CCAP manuals for community-level procurement and FM.
    • Work with the CDC members in the final selection for the MCCG labor beneficiaries, as outlined below.
    • Oversee carefully and report on the process and accordance with this Annex.
    • Support the CDCs in opening sub-accounts to their main CCAP bank accounts, entirely for the MCCG transfers.
    • Conduct the draw to define which of the poor households will send a laborer to work on MCCG, if required.
    • Provide training to CDCs to record paid labor and oversee execution & completing the required MCCG Forms in the process.
    • Ensure that MCCG wages are paid on a daily, and where not possible, at a minimum on a weekly basis, concurrent with the work term.
    • Ensure grievances filed related to the MCCG are dealt with at the community level where feasible or passed on to the PMU or CCAP HQ's Grievance Handling Section.
    • Oversee all MCCG mobilizations process in a timely manner and collect and register the process in the community proposals and their requests.
    • After full application of the MCCG, ensure that the CDC has copies of all the necessary MCCG forms and utilization receipts, and the originals are delivered to the PMUs.
    • Appreciate participation of all households in any kind of group action.
    • Ensure that women take an active, if not leading part, in collective action related to women's issues.
    • Help the CDCs and communities to present their work to others.
    • Support the CDD organizes' periodic learning workshops and share lessons learned and success stories.
    • And, provide regular progress reports to the provincial trainers and pertinent district managers.

    Job Requirements:

    • 2 years of working experience is a plus, including a one-year parallel experience. (Not a Must)
    • Work experience as MCG social organizer will be a plus.

    Educational Qualifications:

    • A minimum of a high school degree is a requisite.
    • Previous training in NSP or related community-driven development initiatives or rural development programs is an advantage.

    Other Skills Required:

    • Ability to communicate (speaking, reading, and writing) fluently in either Dari or Pashto.
    • Be able and willing to travel to all the rural communities within the district identified on any workday as necessary.
    • Ability to work with a wide number of stakeholders, from community members to district government officials, to CC HQ personnel as mandatory.
    • Elementary computer knowledge will be a distinct advantage.
