**UNDP Afghanistan Mission Statement:** UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution, Presidential, Parliamentary and Provincial Council elections, institutional development through capacity-building to the legislative, judicial, and executive arms of the state, and key ministries, Government agencies, and commissions at the national and subnational levels. In line with the 2030 Agenda, UNDP supports the Government in aligning the Sustainable Development Goals (SDGs) with the national development strategies, planning/budgeting processes as well as generating awareness on SDGs among all stakeholders: government, non-government, private and development partners.

UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation, and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

**Organizational Context:** UNDP's proposed Community-Oriented Police Services (COPS) project builds and expands on proven methods of improving relations between police and local communities in Afghanistan with the objective to improve the delivery of police services at the community-level. This includes seeking to engage with disadvantaged groups, including women, youth, and minorities, to listen and address security concerns that could have a transformative impact on their daily lives. In order to realize this goal, the Project will also support (a) the establishment of an enabling environment supporting Community-Oriented Policing, focusing on infrastructure and administrative capacity and (b) the institutionalization of Community-Oriented Policing through the strengthening of the leadership capacity of the Kabul Provincial Police Headquarters.

**Project Context**: UNDP has administered the Law and Order Trust Fund for Afghanistan (LOTFA) and supported the payment of salaries of the Afghan National Police (ANP) personnel, the institutional development of the Ministry of Interior Affairs (MOIA), and police professionalization of the ANP since 2002. Based on consultations conducted in 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and corrections) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Accordingly, the LOTFA Steering Committee approved a new Trust Fund Terms of Reference (TOR) with four Thematic Windows: 1) Security, 2) Justice, 3) Anti-Corruption, and 4) MOIA Payroll. Under the LOTFA security window, the Community-Oriented Policing Services (COPS) project will build and expand on proven methods of improving relations between police and local communities in Afghanistan with the objective to improve the delivery of police services at the community level. This is expected to improve security and security within communities, resulting in improved public trust towards the rule of law and security institutions. The project will initially focus on the Provincial Headquarters and Police Districts (PDs) in Kabul. The project is expected to achieve four outputs: (1) Improved capacity of Police Provincial Headquarters to lead and sustain reform; (2) Improved police response to community needs and priorities; (3) Constructed/rehabilitated standard PDs to support community-oriented policing; and (4) Improved administrative services at PD level to support police services.

**Institutional Arrangement:** The Project Manager will work under the direct supervision and overall guidance of the Head of Governance for Peace Unit.

Duties and Responsibilities
---------------------------

**Scope of Work**

**Provide strategic and policy-level advisory support to national government counterparts, notably the MOIA on community-oriented policing**

- Ensure that the project objectives are aligned with the national political and policy-agenda, and strategies regarding community-oriented policing in Afghanistan.
- Contribute to policy-oriented discussions and contribute to country debates on issues related to focus within the MOIA's strategic plan and LOTFA Strategic Framework on community-oriented policing.
- Provide the Government with evidence-based policy recommendations, ensuring that UNDP's policy support remains relevant and timely.
- Support the MOIA leadership in subject related strategy development, planning and policy development, ensuring sound advisory support is integrated into national plans and policies.
- Serve as a key resource for MOIA/ANP leadership in operationalization and rollout of COPS in Kabul, providing guidance on extending the initiative in other provinces, capturing lessons learned and opportunities for replication.
- Provide advisory support and technical inputs to various subject related MOIA-led committees, including the Senior Leadership Board, International Police Coordination Board (IPCB), MOIA constituted Working Groups and technical fora.
- Contribute to the development and drafting of substantive and thematic papers, TORs, technical reports, publications and assessments and upon request, to other activities within the area of expertise.
- Share international best practices and lessons learned on community-oriented policing that can be adapted to the context of Afghanistan, particularly on areas related to developing an Afghan community oriented policing model, training and education requirements, community involvement and outreach.

**Advise UNDP and LOTFA stakeholders on programme development priorities and approaches to improve policing capabilities and performance through implementation of community-oriented policing**

- Provide technical advisory and assistance to implementation of UNDP COPS project in Kabul and other provinces.
- Provide guidance on using global best practices and innovative solutions for designing new activities and/or guide the successful implementation of planned activities related to community-oriented policing.
- Provide guidance on the inter-linkages among LOTFA's Thematic Windows, ensuring that these are implemented in a coordinated and integrated manner across the security window.
- Participate in subject related coordination platforms to provide progress reports on ongoing and planned activities within the COPS project.
- Provide technical advice and assistance, in coordination with the LOTFA M&E team, on the design, development and implementation of assessments, surveys and studies.
- Enable extension of COPS to other provinces in consultation with MOIA/ANP.

**Lead and coordinate project initiation and management of project activities to ensure achievement of project targets and results**

- In close consultation with the TFMU M&E team, develop an effective M&E system for the COPS project, ensuring key data collection tools, reporting templates and data analysis processes are established.
- Support the recruitment and orient new staff of the COPS project, roles/responsibilities, and other parameters to ensure smooth rollout of the project.
- Lead development of the project's Annual Work Plans (AWPs) in consultation with relevant MoIA departments and Human Resources (HR) Plans, Procurement Plans and Annual Communication Plans.
- Ensure implementation of activities as per AWP and agreed deadlines as well as according to detailed implementation, procurement, and HR plans.
- Manage the accurate and timely high-quality results reporting on the progress of the project and achievement of annual targets to the Project Board, donors and MoIA. Ensure that donor and UNDP reports are prepared according to UNDP's SOPs, quality standards and in line with the contractual obligations to donors.
- Supervise and manage project personnel and consultants. Establish performance objectives and standards and ensure timely and appropriate feedback, guidance, and support to ensure optimum performance.
- Manage and monitor project risks in collaboration with the technical project staff, MoIA relevant departments and donors identify new risks and update risk frameworks for consideration of the Project Board for consideration and decision on possible actions if required. Update the status of these risks by maintaining the project risks log.
- Implement audit recommendations for the project.
- Provide inputs to the development and implementation of audit management responses.

**Advance strategic partnerships with key national and international partners to maximize national ownership and promote sustainability**

- Establish, maintain, and facilitate strategic dialogue between project staff and Government officials at central and local levels, NGOs, partners, donors, and other stakeholders in project ́s area of work.
- Coordinate the advisory activities of the project technical staff and ensure that technical outputs are provided according to plans and up to highest technical standards.
- Review and clear technical outputs for quality.
- Provide technical advice, draft papers/briefs/proposals in project ́s technical focus.
- Identify areas of cooperation and coordination with other UN agencies and/or development partners for implementation of joint activities within the area of the project.
- Represent and actively contribute to MOIA's international cooperation mechanisms and working groups to foster consensus on key development challenges and approaches.
- Advocate UNDP with the partners and stakeholders. Consistently promote a positive image of the UNDP.
- Identify resources mobilization opportunities in close collaboration with the Programme Team. Develop funding proposals and concepts as requested.
- Provide inputs to formulation of UNDP strategies such as of UNDAF and CPD.
- Coordinate project strategies and activities with other UNDP projects to ensure the effective implementation of the Country Programme Document.
- Provide inputs to UN coordination platforms and participate in meetings, as requested.
- Facilitate the Project's representation and/or participation in international knowledge networks to draw on and share best practice and lessons learned for application in Afghanistan.

Required Skills and Experience
------------------------------

**Min. Academic Education**

- Master's degree in public management or public administration, international relations, public policy, law, political science, governance, or related social science discipline is required.

**Min. years of relevant Work experience**

- Minimum of 7 years of policing experience related to community-oriented policing at senior leadership level is required.

**Required skills and competencies**

- Experience in strategic and operational planning and leading police units is desirable.
- Previous experience in senior advisory capacity with UN policing missions and/or projects is highly desirable.
- Experience in programme/project management-related experience within the rule of law and/or security sectors of which at least three years of experience in designing and/or managing projects in fragile state contexts is desirable.
- Completion of basic training (or equivalent) at a police academy/institution is highly desirable.
- Relevant experience and knowledge of the socio-political context of conflict/post-conflict environments, in particular pertaining to best practices of community-oriented policing is a distinct advantage.

**Desired additional skills and competencies**

- Strong analytical skills, meticulous attention to details particularly applied to project development and reporting; combination of creativity and excellent organization;
- Experience working in hardship duty station is desirable.
- Relevant experience in community policing implementation in one previous UN mission is highly desirable;
- Experience in working in a post- conflict environment is highly desirable;
- Previous experience in working with international or local organizations on similar assignments (successful experience in working with UN agencies) is an asset.
