    Job Description

    • Provide technical and process support for the development of workflow/process flows of the Information management systems of various units.
    • Support Integrated Protection program information management and analysis; act as the program focal point to facilitate linkages with all staff.
    • Provide technical and process support for the development of workflow/process flows of the Information management systems of various units.
    • Support and strengthen field assessment mechanisms through the development, adaptation, and dissemination of information management tools that meet program needs.
    • Adapt / develop templates, catalogues, and style guides for general map production; provide vector-specific maps and graphics on a regular basis that aid forward planning as well as impact analysis.
    • Ensure application of appropriate information technology for maintenance of partner lists (e.g through Box file sharing) and archiving of information recognizing limitations in connectivity.
    • Promote and facilitate the use of inter-operable technologies among program staffs and partners.
    • Digitize program tools using XLS Form.
    • Extract and analyze project data from the server.
    • Regular update of IRC Afghanistan beneficiary counting and annual statistics.
    • Implement adequate monitoring mechanisms to review impact of the program / partner and progress against implementation plans and serve as the primary person responsible for ensuring the availability of protection trends analyses and dashboards from protection monitoring data and other program data, which includes quantitative and qualitative data, and ad hoc basis as required.
    • Ensure data received from the field teams is correctly entered into the program trackers on a weekly basis – gather, consolidate, clarify errors and clear the program data.
    • Follow up with program / partners for the provision of timely, consistent and compatible data and information on needs assessment and programme monitoring for operational analysis and decision-making. The incumbent will:
    • Support field teams to maintain high standard of data protection and confidentiality of beneficiaries and of the staff involved in data collection.
    • Ensure safe protection of data, create, and maintain confidential data bases, manage hard copies where applicable and train Protection staff on safe data protection and management.
    • Ensure adequate reporting and effective information sharing amongst all partners; disaggregating data by age, gender, and other traits; provide information outputs whenever feasible. The incumbent will ensure accurate and regular data entry and review, including robust analysis and identification of trends, following the Protection information management protocols and standards set out by the Information Management systems.
    • Develop simple, user-friendly program / partner reporting formats in consultation with Senior MIS officer / manager, and other key stakeholders; these reporting formats should include provision for gender and age disaggregation of data and reporting on more vulnerable groups.
    • Develop training modules and deliver training to program staffs / partners on reporting mechanisms, including data collection, analysis, and dissemination.
    • Participate in weekly MIS working group meetings, project cycle meetings, and other relevant working groups. Support liaison with external partners.
    • Support and enforce data confidentiality guidelines adopted by the MIS unit to protect sensitive data.
    • Ensure timely reporting into the Afghanistan Protection Cluster Mechanism including Report Hub on a monthly basis.

    Data advice and support:

    • Provide advice on data and MIS related work to facilitate the achievement of activities related to the Integrated Protection program plan that links directly to MEAL input and program specific staff requirements as per work of the integrated team. This also includes establishing clear guidelines and procedures for data governance by defining data standards, ensuring data quality, establishing data sharing protocols and maintaining data security.
    • Provide advice and support to the Integrated Protection program Data Team, to programs, other MIS initiatives and to the broader CP are consistently of high quality and links with measurable indicators in the CP.

    Training, Team Management, and capacity building:

    • In collaboration with respective protection managers, build the capacity of lower cadre officers, Protection Monitors on how to access, and use protection-related databases and information management tools as required.
    • Conducts training and support in the development of MIS in Integrated Protection program, storage and reporting of high-quality data that will facilitate reporting against Grant, PCM, SAP and donor indicators.
    • Conducts trainings and workshops for MIS users in the CP to enhance their data management and analysis skills and to build their capacity on effective use of the information system, and interpretation of program data.
    • Conduct regular meetings with staff members to assess progress in relevant information cycles and to review work plans.
    • In coordination with MIS Manager, and program leads, conduct induction for new staff members, including training in basic technical data processing and analysis competencies.
    • Support the MIS manager in the development and implementation of capacity training plans for data and other Integrated Protection program team members. They are responsible for setting clear and personalized development goals, and designing training and mentorship plans to assist team members in professional development.
    • Be available to provide regular support and technical backstopping to all teams and units within the Integrated Protection program in the country office.

    Data Management, Analysis and Reporting:

    • Data management, cleaning and analysis including monitoring of the accuracy of data collected, cross-checking data collected in the field.
    • Developing project specific data management plan, updating indicator performance Tracking Table, and ensuring the actuals are updated and reflected in the program indicator dashboard (PID).
    • Ensure submission of monthly program data and indicator tracking reports and analysis to the Protection Managers, in-line with data safety and ethical standards.
    • Maintaining data management platforms and analysis, serving as the focal point for statistical analysis and quantitative reporting; Contribute to relevant protection reports, factsheets, summaries, and dashboards.
    • Contributing to the automatization of data analysis processes.
    • Responsible for collecting, organizing, and managing program related data from various projects sources. Make analysis of the collected data to identify trends, patterns, and insights to program stakeholders.
    • Developing information products and dashboards with the collected data.
    • Providing information management support to other stakeholders; team members, or partner.

    Data Quality Assurance:

    • Ensures the accuracy, completeness, and timeliness of program data by implementing data quality assurance procedures. Work closely with MEAL to resolve data discrepancies and establish data validation mechanisms.

    External Engagement:

    • Upon the request of the line manager, support in consulting with partners at all stages of information cycle: assessment preparation; data collection; data analysis; review of information products; product dissemination; and lessons learnt.
    • Ensure that all partner engagement and all external relations are clearly documented and communicated with the line manager and relevant colleagues.
    • Internal Coordination
    • Actively participate in regular team meetings.
    • Ensure regular coordination and exchange with relevant colleagues.
    • Ensure regular communication with MIS Coordinator / Senior MIS Manager and Integrated Protection program team.
    • Engage in the development and implementation of Integrated Protections program data management system.

    Qualifications

    • Bachelors degree preferably statistics, statistical analysis or the equivalent combination of information management and experience.
    • At least 3 to 4 years of experience in managing MIS, statistics, and statistical analysis.
    • Excellent experience in establishing MIS system and /or developing program (emergency / development) data management system.
    • Experience in supporting workshops and capacity building at the individual and group level.
    • Working knowledge of developing and extending Program Management Information Systems and integrating data systems within a country and with externally systems for data validity and reporting.
    • Proficient in front-end web frameworks and technologies such as ONA, Kobo ToolBox, CommCare, Survey CTO, CSPro, Open Data Kit (ODK), etc. Familiarity with mapping/GIS software such as ArcGIS or QGIS, etc. is an asset.
    • Experience in working with international INGOs.
    • Good organizational, diplomatic, and reporting skills
    • Ability to work under pressure.
    • Proven verbal and written presentation and communication skills in English and Dari or fluency in English and Pashto is required.
    • Ability to travel to field offices to support HR activities in field sites.
    • Excellent cross-cultural skills: prior experience working in a multi-cultural environment is an added advantage.
