    Background of the project:

    On the 26th of September 2022, FCDO awarded a grant to the International Rescue Committee (IRC) for the implementation of the humanitarian project "Multi-sector integrated humanitarian programme to address protection risks in Afghanistan". The project has been implemented in a consortium with the Danish Refugee Council (DRC) in 18 Afghan provinces (Nangarhar, Laghman, Herat, Badghis, Khost, Helmand, Paktia, Kabul, Bayman, Logar, Maidan Wardak, Ghazni, Nimroz, Zabul, Kunar, Farah, Paktika and Kandahar). IRC has provided interventions across three main sectors including: protection, health, and education and DRC provided assistance in Economic recovery & Livelihoods, Mine Action, Protection and Shelter to address the assessed vulnerabilities of the targeted populations, while DRC has implemented protection, shelter and demining activities. The International Rescue Committee (IRC) is a NGO that responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives, and it has established its presence in Afghanistan since 1988 and it is now implementing project across 11 provinces in Afghanistan.

    DRC has worked in Afghanistan since the 1990s, through Humanitarian Mine Action, and expanded its scope and reach of programming in 2011 to provide multi-sector and holistic packages of assistance. We currently work in four regions of the country (West, East, South and Central), focusing on the most vulnerable and at-risk of conflict and natural disaster-affected populations, including IDPs, host communities and documented/undocumented returnees.

    Under the Strategy 2025, DRC Afghanistan will implement a comprehensive program aimed at increasing protection and enhancing inclusion across Emergency, Protection, Economic Recovery, Shelter & Settlements, Camp Coordination and Camp Management, and Humanitarian Disarmament & Peacebuilding sectors. Due to the unpredictability of the Afghan context, DRC will maintain capacity to respond to sudden and large-scale emergencies, while also promoting the transition to long-term recovery programming.

    DRC is a lead Protection actor in Afghanistan where it is implementing a range of general protection services. These include psychosocial support, legal counselling, and awareness as well as support to obtaining civil documentation, protection monitoring. DRC is also co-leading the protection cluster in two provinces (south and west) and has a growing presence at the main border crossings between Afghanistan and neighboring countries, where teams provide Explosive Ordinance Risk Education (EORE) as well as limited protection support in terms of operating a call center for the reunification of families of individuals arriving at the border and supporting in referrals as needed.

    DRC mission in Afghanistan currently operates across 18 provinces from four Area Offices and one Country Office. The mission includes more than 1,000 staff, for a projected portfolio.

    Scope of work

    The main objective of this evaluation is to provide IRC and DRC with an assessment of the project, its design, implementation, and results. The aim is to determine the relevance and fulfillment of objectives, developmental efficiency, effectiveness, impact and sustainability. The evaluation should provide information that is credible and useful, enabling the incorporation of lessons learned into the decision-making process of both IRC and DRC in Afghanistan. Further, it will inform the development of future programmes in Afghanistan and contribute to IRC/DRC global lessons learning.

    Deliverables:

    This assignment is planned to be accomplished within five working weeks and is expected to commence on the 31st of May and to end by the 31st of July 2023.The evaluator shall provide IRC Office in Kabul with the following deliverables:

    1- Inception Report in the English language outlining:

    Review design and methodology (review tools, data collection, organization, and data analysis etc.)

    A detailed workplan

    A detailed budget

    2- Final report in the English language.

    The annex clarifies the schedule and deliverables for the external evaluation.

    Minimum Qualifications:

    Payment Rate and Schedule:

    The IRC will complete the payment after the final report is approved by both the IRC and FCDO.

    Requirements:

    The consultant should have the following background:

    · 5 years of experience Monitoring and Evaluation of Health, Education, Protection, and Emergency integrated projects in Afghanistan.

    · Previous experience of conducting external evaluation in Afghanistan or similar contexts with examples of reports produced. Experience, knowledge and clear understanding of the Afghanistan context.

    · Strong analytical skills and ability to clearly synthesize and present findings.

    · Excellent report writing skills in English. Knowledge of Dari and Pashto is an advantage or access to local interpreters if the lead consultant is unfamiliar with local languages (required).

    · Being able to deploy culturally sensitive teams across the project areas to ensure principled access to the clients.

    · Proven experience in Afghanistan in the past one year.
